Urban ITS Center Staff


The Urban ITS Center includes faculty members from Polytechnic University as well as other participating universities. Together with the UITSC's research staff, they offer extensive experience in the development, implementation, and conduct of applied research, technology transfer, and professional training in a wide variety of topics related to transportation systems engineering, planning, and management.

 


Prof. John C. Falcocchio


Research Director, is a professor of transportation with a long and productive career in the academic and private sectors. He has managed complex transportation projects both as an educator/researcher and as a practicing professional. His research has focused on developing, analyzing, and evaluating solutions to transportation problems. His specific interest is to promote the use of cost-effective ITS technologies in facilitating travel, improving the performance of multimodal transportation systems, and increasing transportation safety.

Prof. Ilan Juran


Executive Director, Head of the Civil & Environmental Engineering Department at Polytechnic University, has extensive international experience in research, development and technology transfer related to infrastructure engineering and management. He has managed major infrastructure projects in the United States and France sponsored by both industry and public agencies, including the United Nations Development Program, US-NCHRP (Transportation Research Board), Federal Highway Administration and the National Science Foundation.

Mr. Eduardo C. Serafin, PE, AICP


Program Manager for the Urban ITS Center handling the day-to-day operations of the UITSC. He brings to the Center almost nine years of consulting experience in transportation engineering and planning from California and the New York metropolitan region. Prior to consulting, he was a researcher/instructor at the University of the Philippines Transport Training Center. He has significant technical experience in urban transportation planning, ITS planning, travel demand modeling, traffic engineering/operations, traffic impact analysis and mitigation, CADD production and management, and the application of GIS in transportation studies.

Prof. Dimitrios Goulias


Prof. Dimitrious Goulias is involved in a number of research areas applicable to ITS including use of forecasting techniques for pavement performance and pavement temperature prediction, development of performance-related specifications, and use of GIS/GPS technology for infrastructure management. His current research interests include: Infrastructure Management Systems; GIS & GPS technology for transportation applications; quality control and specifications; and pavement evaluation and performance modeling.

Dr. Jacqueline Llanos


Dr. J. Llanos is on the permanent research staff of France INRETS (National Institute for Transportation and Research) where she has conducted research on the linkages between public infrastructure investments and economic growth and regional development. She was a Senior Fellow at the Institute of Policy Studies at Johns Hopkins University and also served as a consultant to the World Bank. Her current research interests include transportation and urban infrastructure economics and the assessment of the benefits of ITS. She is a member of the TRB Committee on Transportation and Economic Development.

Prof. William R. McShane


Prof. William R. McShane has spent over two decades working in traffic and transportation, and is one of the authors of the text Traffic Engineering (McShane, Roess) which has been used at over fifty colleges and universities. He is also a principal contributor to the 1985 edition of the Highway Capacity Manual. Prof. McShane's work has focused on traffic congestion, analytical modeling, and advanced control applications. He is a member of the TRB Committee on Highway Capacity and Quality of Service.

Prof. Elena Prassas


Prof. E. Prassas is a researcher in traffic engineering, specializing in microcomputer traffic simulation and modeling and traffic signal and arterial control. Her research efforts have been applied to a variety of traffic engineering topics; transit economics; artificial intelligence applications; and, computer software systems for transportation applications such as NETSIM, HCM/Cinema, and the Highway Capacity Software (HCS). She is currently researching the application of ITS to pedestrian safety.

Prof. Roger P. Roess


Prof. Roger P. Roess is a researcher in traffic engineering specializing in highway capacity. He is responsible for authoring major chapters of the Highway Capacity Manual (HCM) and his work in capacity analysis and level of service are principal means of evaluating the effectiveness of a range of potential ITS applications. He is currently completing the 2nd edition of Traffic Engineering (Roess, McShane, Prassas) which will include information on applying traffic engineering principles to ITS planning and operations.

Prof. Anthony Tzes


Prof. Anthony Tzes has spent over seven years intensely involved in experimental research related to ITS. His research interests include applications of adaptive and fuzzy neural logic control in Advanced Traffic Management Systems and fuzzy logic and image processing algorithms for ITS-related projects such as design of specialized fast microprocessors based on Petri Network for traffic simulation, with over 50 articles published in scientific journals and conference proceedings.

Mr. Jose M. Ulerio


Mr. Jose M. Ulerio has over ten years work experience serving on numerous transportation research projects. He has worked on several FHWA- and NCHRP-sponsored research projects where he has implemented ITS state-of-the-art data collection/reduction techniques using video-digitizing technology. He has worked on evaluating the potential use of freeway simulation to expand the existing database used in the development of regression models for freeway ramp junction procedures of the Highway Capacity Manual.

Prof. Richard Wener


Head of the Department of Humanities and Social Sciences and associate professor of environmental psychology. His area of specialization focuses on the interaction of people and their physical setting and the impact of environmental design on behavior. He is principal investigator for a research project that is studying the effects of rail commuting on stress by collecting data before and after improvement in rail service from New Jersey. He has also worked with the New York City Transit on the development of information kiosks
